What is the fastest way to learn how to salsa?

You could go to a dancing club where they play spanish music, and watch other couples dance to Salsa. That's the way I learned!
Or you can if they teach Salsa.
Because here in Houston,TX…..there's a club called The Rumba Club and they have free Salsa classes.
You should find out where you live.

Go to Rio de Janeiro for a week and become a night owl on the dance floor…..

I'm guessing you mean the dance and not the tomatoy stuff in a jar. There are probably dance classes in your area. Check with the local colleges. If you live in a big enough area there might also be dance schools.
Talk to teacher at your school(I presume you are in school), or places like the YMCA, YWCA, and of course any Hispanic cultural societies in your area. Ask around about those.

go to google.com and type salsa lessons or you can get a salsa tutor or ask a latin american person DONT ASK MEXICAN PERSON CAUSE THEY DONT KNOW HOW TO DANCE SALSA

The fastest way would be frequent lessons at a dance studio, but the most practical way to get started is to find a club that offers a cheap or free lesson before the serious dancing begins. This is actually pretty common. Then have a cervesa or two and go to it. By the way, the hip action isn't from the hips; it's from proper use of the knees and ribcage, so don't try to fake it before you actually learn it, or you'll just have to unlearn bad habits before you learn good ones.

Go to someplace where it's popular, either Puerto Rico, I imagine, or a club where many people dance salsa. There's a place like that about 25-30 miles from where I live. They have different Caribbean dance groups all week! You REALLY can't learn it completely 'til someone who's good at it teaches you, by dancing w/you.

Ballroom dance studios offer salsa as one of the dances they teach. It's not a tough dance, you could be out on the floor with the basics after just one or two lessons.
